A fixed fee is a price, not a service level
Most fixed-fee HDB packages cover the same core work: pricing advice, a listing on the main property portals, screening buyers, negotiating, and the Option to Purchase and HDB paperwork. The differences sit around that core, and they matter more than a few hundred dollars on the headline: whether GST is on top, whether the agent or you host viewings, what the marketing actually consists of, and what the estate agency agreement says about exclusivity.
What the market advertised in October 2026
On 6 October 2026 we read the public pages of four fixed-fee HDB providers. This is a snapshot of what they advertise, not a ranking, and offers change.
- Headline seller fees ranged from S$1,888 to S$3,888, and most were quoted before GST. With 9% GST, S$1,888 becomes about S$2,058 and S$3,888 about S$4,238.
- At least one provider sold two tiers: a lower fee where you host the viewings, and roughly double that where the agent hosts them.
- Others included agent-hosted viewings in the base fee. Who opens the door is the single biggest difference between packages at similar prices.
- Several advertised that no exclusive agreement is needed. Others did not say.
- One provider added an extra 0.5% of the sale price on private property when the buyer has their own agent. Ask whether anything similar applies to an HDB sale.
- All said the fee is payable on completion, with nothing upfront.
Fairnest's HDB seller package is S$1,999 plus GST, S$2,178.91 incl. GST, which sits inside that range.
What is usually included
- Pricing advice based on recent resale transactions for your flat type and area.
- Checks before you list: eligibility, the ethnic and SPR quotas that can limit who may buy your flat, and an estimate of your cash and CPF proceeds.
- Photos and listing copy, and a listing on property portals such as PropertyGuru, 99.co and SRX.
- Screening enquiries and scheduling viewings.
- Negotiating offers and preparing the Option to Purchase.
- The HDB Resale Portal submission and support through the resale appointment.

| What to check | Why it matters | Ask |
|---|---|---|
| GST | A fee quoted before GST is 9% higher in practice. | Is the quoted fee before or after GST? |
| Who hosts viewings | Agent-hosted viewings take time off you; owner-hosted ones usually cost less. | Will you attend every viewing, or do I? |
| Photos and media | Phone photos, professional photos, video and 360° tours are all called marketing. | Who takes the photos, and what exactly is produced? |
| Portals and boosts | Listings can be basic or paid to appear higher, and can lapse. | Which portals, for how long, and are paid boosts included? |
| Exclusivity | An exclusive agreement can mean commission is owed even if you find the buyer. | Exclusive or non-exclusive, and for how many months? |
| Buyer's agent | Some packages charge more when the buyer is represented. | Does my fee change if the buyer has an agent? |
| Other fees | Withdrawal, marketing or admin fees can apply if you stop or do not sell. | What do I pay if I withdraw or the flat does not sell? |
| Who you deal with | Some teams split the work between a listing manager and an agent. | Who is my salesperson, and are they CEA-registered? |
Get the package in writing
A website, a brochure or a WhatsApp message is not the deal. The fee, GST, the services and any exclusivity must be written into the prescribed estate agency agreement before the agent starts work. CEA does not fix commission, and fees are negotiable. Read the agreement for the items in the table above, and do not sign until the answers match what you were told.
Check that the salesperson and the agency appear on the CEA Public Register. The fee is paid to the agency, not to the salesperson personally, and agents must not handle the transaction monies of a sale.
Where Fairnest sits, honestly
- The fee: S$2,178.91 incl. GST (S$1,999 plus 9% GST), payable only when the sale completes. Nothing upfront.
- Viewings: owner-hosted on the fixed fee. You open the door and show buyers around. We screen enquiries, help you set viewing slots, and take over once an offer is made. We do not attend viewings on the fixed fee.
- Marketing: photos and listing copy, and listings on PropertyGuru, 99.co and SRX. The fixed fee does not include a video or virtual tour; full service does.
- The work around the sale: pricing guidance, negotiation, the Option to Purchase, HDB Resale Portal paperwork and resale appointment support.
- Who you deal with: one salesperson, Michelle Lee Ling Ching (CEA R009798I), ERA Realty Network Pte Ltd.
- Exclusivity: non-exclusive. You may appoint other agencies at the same time. The estate agency agreement sets out the exact terms, and we walk you through it before you sign.
If you want an agent to host every viewing, or you cannot be home for visits, choose our full-service option instead: 1% of the sale price plus GST, payable on completion. We host every viewing and the listing adds a video or virtual tour. You choose before you sign.
Once each package is clear, compare the fees themselves: every quote including GST, side by side. Our HDB agent fees guide shows how to turn quotes into one written comparison.
This guide is general information for HDB owners in Singapore. It is not legal, tax, or financial advice. HDB, CPF Board, and IRAS rules change; check the current figures on their websites or ask us before you rely on a number.
Common questions
Most cover the core work: pricing, portal listings, buyer screening, negotiation, the Option to Purchase and HDB paperwork. The main difference is who hosts viewings. Check each package line by line.
Often not. Many fixed fees are quoted before GST, so the amount you pay is 9% higher. Ask for the fee including GST and compare quotes on that basis.
Most fixed-fee packages are payable only on completion. Check the estate agency agreement for withdrawal, marketing or admin fees that could apply if you stop or the sale does not complete.
Not necessarily. CEA has both exclusive and non-exclusive estate agency agreement forms. Ask which one the agent uses and for how long, and read it before you sign.
