Hougang Central new launch: what Hougang upgraders should know before preview

A straight read on the HDB GLS mixed-use project at Hougang Avenue 10 / Hougang Central — who it suits, what is confirmed, what is still guesswork, and how to compare it with Florence, Riverfront, Sengkang Grand, or staying in HDB. Last updated 26 September 2026. No spam, no fake launch dates.

Who this launch is for

  • HDB upgraders in the northeast
  • Town centre on the doorstep
  • NEL / CRL watchers (secondary)
  • Who should pause

This site will put homes, a large mall, a rebuilt bus interchange, and a town plaza beside Hougang MRT (NE14). That is a town-centre product, not a quiet inland condo story.

HDB upgraders in the northeast (primary)

You live in Hougang, Kovan, Serangoon, Sengkang, or Punggol. The flat is tight. You want private living and facilities without leaving the NEL belt. Hougang town has about 60,000 dwelling units and about 230,000 residents. This is the first major private launch in Hougang since The Florence Residences in 2019 (1,410 units). Your real question is cash after selling the HDB — not brochure language.

Families who want the town centre on the doorstep

Daily life under one roof: MRT, buses, mall, makan. Primaries often discussed within about 1 km (straight-line estimates — re-check OneMap/MOE with the eventual postal code): Montfort Junior, Holy Innocents’ Primary, CHIJ Our Lady of the Nativity, Punggol Primary. Popular schools still ballot. Exact 1 km / 2 km priority depends on the registered address of your future stack.

Investors watching NEL / future CRL catchments (secondary)

Integrated stock next to an interchange usually rents more easily to families and professionals. That is demand logic only. This page does not quote yields or capital gains.

Who should pause

Pure freehold hunters. Buyers who need keys in the next couple of years — this is a mega mixed-use build (mall + interchange + homes). CICT’s commercial target completion is 2030/2031; a separate residential TOP has not been announced. Treat agent “TOP 2029” or “2031–2032” claims as unconfirmed.

What integrated actually means here

The parcel sits on today’s Hougang Central Bus Interchange. The developer must demolish and rebuild the interchange inside a new integrated transport hub, tied into Hougang MRT, with a town plaza. Hougang Mall is immediately next door — not a 10-minute walk story.

Heartland Mall is at Kovan (about one NEL stop / roughly 1–1.5 km). It is not this node. Do not confuse the two.

Cross Island Line: Hougang is planned as an NEL ↔ CRL Phase 1 interchange. LTA expects CRL1 completed by 2030. CapitaLand has described a planned CRL link by 2030. That is confirmed planning — not “CRL is open today.”

  • Land came in above many pre-tender expectations (analysts had talked roughly S$800–1,000 psf ppr; award was S$1,179). That usually feeds a premium ASP.
  • Build is complex: interchange rebuild + MRT/CRL interface + mall + homes. Expect a longer path to keys than a standalone residential site.
  • Construction disruption around Hougang Central is real until works finish.
  • Tenure is 99-year leasehold, not freehold. Exact lease commencement on title: verify at Option to Purchase.

Location in one minute

Map pin

Hougang MRT (NE14)

Exact lobby-to-gate metres await the site plan. Until then, the pin is the station and the interchange the project replaces.

Open Hougang MRT on a map

Where: Hougang Avenue 10 / Hougang Central, District 19 (OCR).

Rail now: Hougang MRT, North East Line (NE14) — contractual integration into the new hub. Exact lobby-to-gate metres await the site plan.

Rail later: CRL interchange, targeted 2030.

Retail now / soon: Hougang Mall adjacent today; new CICT mall (about 300,000 sq ft NLA) as part of this project.

Parks / sports (directional): Punggol Park nearby; Hougang Sports Centre / ActiveSG named in developer commentary — verify live operating status closer to your purchase decision.

If your life already runs on the NEL northeast belt, this is a stay-put upgrade story. If you need Orchard on foot, look elsewhere.

How to think about pricing (no price list yet)

No official price list yet

ANALYST ONLY

Analyst estimate only (Knight Frank’s Leonard Tay, quoted in Business Times / Straits Times, 16 December 2025): about S$2,500–S$2,600 psf, “could be even higher.” That is not CapitaLand/UOL developer pricing. Do not treat it as the launch price.

There is no official residential price list as of 26 September 2026.

Benchmarks that frame the conversation (dated aggregates — not a promise this project will clear here):

  • The Florence Residences (resale)

    About S$1,850–S$1,903

    L12M / 2026 YTD medians

  • Riverfront Residences (resale)

    About S$1,718–S$1,759

    L12M / 2026 YTD

  • Sengkang Grand Residences (resale)

    About S$2,067

L12M average — closest integrated peer on NEL

  • PARKTOWN Residence (Tampines launch, Feb 2025)

    About S$2,360 average

    Same-developer DNA (CLD/UOL/SingLand); strong weekend take-up

  • Hougang planning area — new non-landed ex-EC median

    S$2,075

Business Times, past year to Dec 2025

  • Hougang planning area — resale private median

    S$1,539

    Business Times, Dec 2025

Read the gap honestly: if analyst bands near S$2.5k–2.6k show up on a price list, entry will sit well above Florence/Riverfront resale. Absorption then depends on upgrader equity and how much buyers will pay for brand-new town-centre integration.

How it stacks against your other options

These options carry the same weight. None of them is the price of the unreleased homes. Dated aggregates are not a promise this project will clear the same PSF.

  • The Florence Residences / Riverfront Residences

    High-S$1,700s to low-S$1,900s

Earlier keys. Lower PSF band today. You give up brand-new stock and the rebuilt mall–MRT–interchange node. Florence answers “do I need new?” Riverfront is another large Hougang private pool for the same question.

    As of L12M / 2026 YTD medians

  • Sengkang Grand Residences

    About S$2,067 psf resale

Closest lifestyle twin on the NEL: live with interchange + mall in the northeast. Decide on node (Hougang Central vs Sengkang/Buangkok), remaining lease, price, and which town your family actually uses — not which brochure is louder.

    As of L12M average

  • PARKTOWN Residence

    About S$2,360 psf launch average

Different town (Tampines), useful as a pricing and take-up reference for this consortium’s recent OCR integrated launch — not a substitute address.

    As of February 2025

  • Stay in a larger Hougang (or nearby) HDB

    About S$675,000 / S$830,000

Business Times (Dec 2025) cited Hougang 4-room / 5-room (under 20 years) medians around those figures. Keep the bigger flat and the cash if condo facilities and integration do not clear your upgrade math after CPF, cash, and loan.

    As of December 2025

Timeline (honest)

We will update this page when the developer publishes official dates. Until then, any fixed quarter on a random blog is rumour.

  1. 29 May 2025

    HDB tender launched.

  2. 16 December 2025

    Tender closed. 3 bids.

  3. 14 January 2026

    Award and consortium announcements.

  4. 9 February 2026

    Joint Development Deed.

  5. Not released

Official residential name, e-brochure, unit mix, and floor plans.

    Not developer-confirmed

  6. Not announced

Showflat preview and public sales. Do not treat EOY 2026 as fact — that chatter looks outdated. Secondary agent estimates now cluster across 2027 (Q2–2H). All unconfirmed.

    Not developer-confirmed

  7. 2030 / 2031

    Commercial completion. CICT target.

  8. Residential TOP

    Not separately announced.

    Not developer-confirmed

What we still do not know

  • Official residential project name.
  • Launch / preview / sales gallery dates and location.
  • Site plan, unit mix, floor plans, stacks, height, number of blocks.
  • Price list / launch PSF.
  • Separate residential TOP.
  • Exact lease commencement date on title.
  • Exact walking metres from final lobby to MRT exits.
  • Address-level MOE 1 km / 2 km school polygons for sample stacks.

Also flag for launch-day legal/marketing check: HDB tender conditions use Flat use-class language and state serviced apartments and condominium are not allowed as planning use — that does not invent how the homes will be marketed. Wait for developer clarification; do not invent “condo” features that are not in the brochure.

If a website quotes PSF or launch day as fact before the developer does, close the tab.

How Michelle helps

I work northeast upgrades for a living — HDB to private, sell-and-buy timing, and new-launch bookings when preview opens.

On a new launch, buyers typically pay S$0 in buyer commission; the developer pays the agent under co-broke. We confirm that in writing when you engage.

What you get

  • A clear yes/no on whether this Hougang Central project fits your upgrade math vs Florence, Riverfront, Sengkang Grand, or staying in HDB.
  • WhatsApp alerts when the official pack and preview dates are released.
  • Preview booking support under the developer’s rules — no fake “guaranteed allocation”.
  • Unit shortlist help when floor plans are out.
  • Coordination through OTP and paperwork.
